Municipality

The Kungwini Local Municipality is classified as a Category B municipality in terms of Chapter 7 of the Constitution of South Africa Act, 1996 (Act 108 of 1996).

The Kungwini Local Municipality is classified as a Category B municipality in terms of Chapter 7 of the Constitution of South Africa Act, 1996 (Act 108 of 1996). Kungwini consists of a number of former transitional local authorities which previously served areas situated in and around Bronkhorstspruit town, including parts of the Mpumalanga Province. Kungwini is one of the two local municipalities within the Metsweding District Municipality - the other being the Nokeng Tsa Taemane Local Municipality.

Its municipal area of jurisdiction covers a land surface of approximately 2206km² in extent. It is made up of the historically white town of Bronkhorstpruit and its suburbs, the historically black residential areas of Ekangala, Zithobeni and Rethabiseng, as well as the upmarket residential areas such as Silver Lakes, Grootfontein and Mooikloof. There are also rural settlements such as the village of Sokhulumi. The remaining portions are farms and agricultural land which are spread throughout the municipal area.

According to Statistics South Africa (Census 2001) the population of Kungwini is estimated at 107 063. The population has been growing at an estimated 4,5% per annum and is now estimated to be 124 011 (Metsweding LED Strategy, 2006).

The council structure of the Municipality consists of elected councillors and the administrative structure consists of appointed staff members. The councillors were elected on a party political basis and five political parties are represented in the council, namely: the African Christian Democratic Party (ACDP), the African National Congress (ANC), the Democratic Party (DP), the Freedom Front Plus (FF+) and the Pan Africanist Congress of Azania (PAC).

The Municipality is divided into 14 wards. Following the 1 March 2006 municipal elections 27 councillors were elected. The ANC is the majority and ruling party in the council with 19 seats - 11 ward and 8 proportional representative (PR) councillors. The DA has five seats – three ward and two PR councillors. Each of the ACDP, the PAC and the FF+ has one PR councillor.

The administration component is headed by a municipal manager with four departmental heads. The Municipal Manager is the chief administrative and accounting officer of the municipality. Mr Joseph Solomon (Joe) Gomba is the municipality’s municipal manager. There are currently five departments namely, Finances and Economic Development; Corporate Services; Social Services; Service Delivery; and Electrical and Mechanical - and each is headed by a director or departmental head. The chief operations officer (COO) is located in the Office of the Municipal Manager.

The municipality’s integrated development plan (IDP) is its most important document. The IDP is the principal strategic planning instrument which guides and informs all planning and development, and all decisions with regard to planning, management and development, in the municipality.
